Organization
The SLCMAD is a local district that is independent from the city, county or state government.
How Financed
The taxing unit is Salt Lake City. The present rate is about $20.00 per year on a $250,000 home, paid through property tax..
Controlled By Board
The governing power is vested in a Board of Trustees, consisting of five members, appointed by the Mayor and confirmed by the City Council. The Board of Trustees establishes all policies of the District. The Board of Trustees hires a Manager that runs the daily operation.
Area Covered
Employees are constantly inspecting, treating, and draining nuisance areas, in the 150 square miles that comprise Salt Lake City. Most mosquitoes are produced in the wetlands northwest of the SLC International Airport; however, there are many areas around homes and in the city that can breed mosquitoes.
Programs
The district is divided into three categories: urban control, rural control and surveillance. Urban control consists of rearing and stocking mosquito fish in ornamental ponds, inspections and treating tree holes and bicycles treating catch basins and gutters. Rural control takes place in ranching, farming and wetland areas. Surveillance encompasses both rural and urban areas with carbon dioxide baited traps, and gravid traps place throughout the district to monitor mosquito populations and gather specimens for mosquito-borne testing.
The districts primary focus is to find and treat mosquitoes in the larvae stage of development. This is done by hand, ATV’s, all-terrain tracked vehicles, boat and airplane. While larviciding is the primary focus of control the district operates using an integrated mosquito management process. This includes: education, water management, surveillance, larval control and adult control.
Budget
The district’s budget in 2013 is $2,033,000.
Employees
Currently the district has a fulltime staff consisting of 9 people: Manager, Assistant Manager / Biologist, Bookkeeper, Secretary, IT / Urban supervisor, Rural Supervisor / Maintenance Assistant, Vector Control Technician / Education Specialist, Vector control Technician / Mechanics Assistant, Mechanic.
Note most employees have a two part job title. The mosquito season in Salt Lake City is mid-March to October 1. This requires employees to be active in the field during the mosquito season and helping with other tasks in the mosquito off-season.
